      Pursuant to Article 3 of the Decree 38/2022/ND-CP stipulating region-based statutory minimum wages as follows:

      Region

      However, at the second session, the National Wage Council agreed to recommend an increase in the region-based statutory minimum wage for 2024 of 6%. The new region-based statutory minimum wage will be applied from July 1, 2024.

      Therefore, the region-based statutory minimum wage for 2024 is as follows:

      (1) From January 1, 2024 to June 30, 2024

      - Statutory minimum wages per month:

      + Region 1: VND 4,680,000/month

      + Region 2: VND 4,160,000/month

      + Region 3: VND 3,640,000/month

      + Region 4: VND 3,250,000/month

      - Statutory minimum wages per hour:

      + Region 1: VND 22,500/hour

      + Region 2: VND 20,000/hour

      + Region 3: VND 17,500/hour

      + Region 4: VND 15,600/hour

      (2) From July 1, 2024 (As recommended plan, only for reference)

      + Region 1: VND 4,960,000/month (an increase of VND 280,000)

      + Region 2: VND 4,410,000/month (an increase of VND 250,000)

      + Region 3: VND 3,860,000/month (an increase of VND 220,000)

      + Region 4: VND 3,450,000/month (an increase of VND 200,000)

      Pursuant to the Appendix of the List of subregions to which the statutory minimum wages are applied from July 1st, 2022 issued together with the Decree 38/2022/ND-CP stipulating subregions to which the region-based statutory minimum wages are applied in 2023 as follows:

      Can the salary paid for social insurance be lower than the region-based statutory minimum wages in Vietnam?

      Based on Subsection 3.2.d Section 3 of the Official Dispatch 1952/BHXH-TST in 2023, which stipulates the monthly salary as the basis for payment as follows:

      d) The monthly salary for compulsory social insurance, health insurance, and unemployment insurance must not be lower than the region-based statutory minimum wages at the time of payment for employees working in the simplest job or position in normal working conditions.
