Leadership Allowance Levels Based on the Grades of Public Healthcare Service Providers from July 1, 2024?
Article 5 of Circular 06/2024/TT-BYT stipulates the leadership allowance levels based on the grades of public healthcare service providers from July 1, 2024, as follows:

When to Reclassify Public Healthcare Service Providers?
Clause 1, Article 4 of Circular 06/2024/TT-BYT stipulates the cases, dossiers, and authority for classification as follows:
Cases, dossiers, authority for classification
- Cases for classification:
a) Initial classification applies to newly established public healthcare service providers;
b) Reclassification applies in the following cases:
- Expiry of the classification decision’s validity period;
- During the validity period of the classification decision but the unit undergoes changes in classification criteria (upgrading or downgrading).
- Dossier for classification request (including reclassification cases):
a) The unit's classification request document;
b) Scoring sheets of group criteria as per regulations;
c) Supporting documents and statistical data for achieved scores;
d) Other related documents.
- Authority to decide on classification recognition:
a) Special grade public healthcare service units:
The Ministry of Home Affairs decides on the recognition of special grade public healthcare service providers based on the proposal of the Ministry of Health.
b) Public healthcare service units from Grade I and below:
Ministries, sectors, provincial and municipal People’s Committees decide on the classification of public healthcare service providers under their management authority from Grade I and below and report to the Ministry of Home Affairs and the Ministry of Health.
c) Other public healthcare service providers with no guidance on functions, tasks, powers, and organizational structure, the competent authority to establish the unit considers and decides on the unit classification according to their authority.
- The classification decision is valid for 05 years (60 months) from the effective date of the classification decision.
Thus, reclassification of public healthcare service providers is implemented when:
- The validity period of the classification decision expires;
- During the validity period of the classification decision but the unit undergoes changes in classification criteria (upgrading or downgrading).
How Are Public Healthcare Service Providers Classified?

Medical examination and treatment facilities are classified into 04 grades: special grade, Grade I, Grade II, Grade III.
Preventive medical facilities; testing and inspection facilities and district, district-level town, provincial city, city under central city medical centers are classified into 04 grades: Grade I, Grade II, Grade III, Grade IV.
Thus, public healthcare service providers are classified as follows:
- Medical examination and treatment facilities are classified into 04 grades: special grade, Grade 1, Grade 2, Grade 3.
- Preventive medical facilities; testing and inspection facilities, and district, district-level town, provincial city, city under central city medical centers are classified into 04 grades: Grade 1, Grade 2, Grade 3, Grade 4.
