The area for creating exam questions and security requirements in the recruitment of officials and public employees
Based on Clause 1 Article 13 of the Regulations on organizing recruitment exams for officials and public employees, promotion exams for officials, exams or assessment for upgrading professional title rankings for public employees issued together with Circular 6/2020/TT-BNV, the following provisions are stipulated:
- The exam conduction area and confidentiality requirements:
a) Exam papers, exam questions, grading guidelines, and answer keys that are exclusively for the recruitment of officials and public employees, promotion exams for officials, and upgrading professional title rankings for public employees which are not yet used shall be classified as state secrets of Confidential level. Exam papers and exam questions will be declassified immediately after the completion of the respective exam session; grading guidelines and answer keys will be declassified after the grading process is concluded.
b) The preparation of exam papers, exam questions, grading guidelines, and answer keys must be conducted at a secure, isolated location, well-protected, and equipped with sufficient preservation, fire prevention, and firefighting facilities.
c) All members involved in preparing exam papers, exam questions, grading guidelines, and answer keys must be isolated from outside contact from the time they are gathered to prepare the exam papers until the respective exam is concluded. If necessary, and with written consent from the Head of the Examination Preparation Committee, members may be allowed to go outside or contact the outside via fixed line or mobile phones. When speaking, they must use speakerphones, ensure conversations are recorded, and have the supervision or presence of members of the Supervisory Committee and representatives of the police department (if invited to participate).
d) Envelopes containing the exam papers, exam questions, grading guidelines, and answer keys for handover, receipt, and transportation from the exam preparation site to the outside must be made from paper with adequate durability, sealed, opaque, and firmly glued without any loose edges, and properly sealed.
e) The entire process of handing over, receiving, and transporting exam papers, exam questions, grading guidelines, and answer keys must be supervised by members of the Supervisory Committee and representatives of the police department (if invited to participate); the envelopes containing exam papers, exam questions, grading guidelines, and answer keys must be stored in metal boxes with locks and sealed during the handover, receipt, and transportation process.
f) Machines and equipment at the exam preparation site, whether broken or unused, shall only be taken out of the isolated area after the last exam session.
