Salary and Allowances for the Chairman of the Commune Veterans Association
Circular 05/2017/TT-BNV, amending Circular 11/2014/TT-BNV, only applies to officials in the administrative sector working in agencies and organizations of the Communist Party of Vietnam, the State, socio-political organizations at central, provincial, district levels, and public service providers.
In the case where you are the Chairman of the Commune-level Veterans Association, the application will follow Decree 92/2009/ND-CP, amended by Decree 29/2013/ND-CP, and other guiding documents. Specifically, the salary levels and types of allowances are as follows:
Regarding Salary:
Point a, Clause 1, Article 5 of Decree 92/2009/ND-CP stipulates: A Chairman of the Commune-level Veterans Association with a primary education level or not trained in professional expertise is placed at salary rank 1 with a coefficient of 1.75; rank 2 with a coefficient of 2.25 of the statutory pay rate.
Currently, the statutory pay rate applicable until June 30, 2019, is 1,390,000 VND/month; from July 1 to December 31, 2019, it is 1,490,000 VND/month.
Additionally, according to Decree 29/2013/ND-CP, a Chairman of the Commune-level Veterans Association of Vietnam who is receiving a pension, aside from the current pension received, shall receive 100% of the salary at rank 1 of the position currently held as stipulated at Point a, Clause 1, Article 5 of this Decree monthly and is not required to pay social insurance or health insurance. After a sufficient period of 5 years (60 months) at salary rank 1, if the assigned tasks are completed and no disciplinary action is taken during this time, 100% of the salary at rank 2 of the position held will be awarded.
Regarding Allowances:
Leadership Position Allowance:
The leadership position allowance calculated on the statutory pay rate applicable to a Chairman of the Commune-level Veterans Association is 0.15.
Allowance According to Commune Type:
The allowance according to the type of commune-level administrative unit is calculated as a percentage of the current salary, including leadership position allowance, seniority allowance exceeding the pay scale, and the reserved difference coefficient (if any); specifically as follows:
a) Commune-level officials of type 1 enjoy a 10% allowance;
b) Commune-level officials of type 2 enjoy a 5% allowance;
Simultaneous Position Allowance:
If there is a concurrent holding of a position that reduces one person in the number of commune-level officials as specified in Clause 1, Article 1 of Joint Circular 03/2010/TTLT-BNV-BTC-BLDTBX, the person concurrently holding the position shall enjoy an allowance of 20% of the current salary plus leadership position allowance, seniority allowance exceeding the pay scale, and the reserved difference coefficient (if any) from the date the competent authority approves the election result or decides on concurrent position holding. In the case of holding multiple concurrent positions (including the case where the Party Secretary is also the Chairman of the People's Committee), only one concurrent position allowance equal to 20% will be provided.
