Responsibility of Agencies, Organizations, and Units Organizing Volunteer Activities

Article 17 of Decree 17/2021/ND-CP provides the responsibilities of agencies, organizations, and units that organize volunteer activities as follows:

- The lead agency or unit implementing the program, project, or proposal is responsible for ensuring the policies for youth participating in volunteer activities as stipulated in Article 9, Article 10 of this Decree, and other policies within the program, project, or proposal approved by competent authorities.

- Agencies, organizations, and units organizing volunteer activities for the community and society have the following responsibilities:

+ Survey, work with the People's Committee where the volunteer activities take place to develop a plan for organizing volunteer activities, clearly stating the purpose, time, location, content, volunteer activity program, quantity, and composition of youth participating in the volunteer activities;

+ Submit the plan for organizing volunteer activities before executing to the People's Committee at the commune level where the volunteer activities take place; to the district-level People's Committee if the volunteer activities occur in two or more communes within a district; to the provincial-level People's Committee if the volunteer activities occur in two or more districts within a province;

+ Organize the selection of youth participating in volunteer activities, manage the volunteers to ensure accordance with the plan, safety, effectiveness, and suitability with the local socio-economic development tasks;

+ Develop internal rules and regulations for volunteer activities, train necessary knowledge and skills for youth participating in volunteer activities;

+ Provide necessary work equipment and personal protective means suitable for the requirements of the volunteer tasks; ensure health and safety for youth participating in volunteer activities;

+ Support or subsidize cases stipulated in clauses 5 and 6 of Article 11 of this Decree;

+ Provide full information to local authorities and relevant agencies and organizations when required during the organization of volunteer activities;

+ Coordinate with youth organizations in the area to implement volunteer activities and publicize the purpose, scale, and form of organizing volunteer activities through local media;

+ Issue Certificates of Participation in Volunteer Activities to volunteers according to the forms prescribed by the Central Committee of the Ho Chi Minh Communist Youth Union.

- The head of the agency, organization, or unit organizing volunteer activities is personally responsible before the law for any legal violations that occur during the organization of volunteer activities.
