Responsibility for Issuing Regulations on Grassroots Democracy at the Workplace
Article 48 of Decree 145/2020/ND-CP on the Responsibilities for Issuing the Grassroots Democracy Regulation at the Workplace is specified as follows:
Employers are responsible for issuing the grassroots democracy regulation at the workplace to implement the provisions on dialogue at the workplace and the implementation of grassroots democracy at the workplace as stipulated in this Decree.
When developing, amending, or supplementing the grassroots democracy regulation at the workplace, the employer must seek the opinions of the employees' representative organization at the workplace (if any) and the employees' dialogue representative group (if any) to finalize and issue the regulation. For any suggestions made by the employees' representative organization at the workplace and the employees' dialogue representative group that the employer does not accept, the reasons for not accepting must be clearly stated.
The grassroots democracy regulation at the workplace must be openly disseminated to the employees.
