Regulations on Determining Successful Candidates in the Public Employee Recruitment Examination from January 15, 2019

In the event that in 2019, the agency or public service provider does not hold a recruitment exam for public employees but instead organizes an assessment for awarding public employee status, how is the determination of successful candidates in the public employee assessment process regulated?

According to Clause 6, Article 2 of Decree 161/2018/ND-CP, amending regulations on the recruitment of officials and public employees, promotion of officials, upgrading of public employee grades, and implementation of contract policies for certain types of work in state administrative agencies and public service providers (effective from January 15, 2019), the determination of successful candidates in the recruitment examination for public employees is specifically regulated as follows:

  1. A successful candidate in the recruitment examination for public employees must meet the following conditions:

    a) Achieve a minimum score of 50 in the interview or practical exam as stipulated in Clause 2, Article 11 of Decree 29/2012/ND-CP (as amended by Decree 161/2018/ND-CP);

    b) Have a total score from Round 2 plus priority points as specified in Clause 3, Article 10 of Decree 29/2012/ND-CP (as amended by Decree 161/2018/ND-CP) (if any), ranked in descending order within the recruitment target for each job position.

  2. In the event that two or more candidates have the same total score from the interview or practical exam as specified in Clause 2, Article 11 of Decree 29/2012/ND-CP (as amended by Decree 161/2018/ND-CP) plus priority points as specified in Clause 3, Article 10 of Decree 29/2012/ND-CP (as amended by Decree 161/2018/ND-CP) (if any) for the final recruitment quota, the candidate with the higher score in the interview or practical exam in Round 2 as specified in Clause 2, Article 11 of Decree 29/2012/ND-CP (as amended by Decree 161/2018/ND-CP) is selected; if still unresolved, the head of the agency or unit authorized to recruit public employees will decide the successful candidate.

  3. In cases where a candidate belongs to multiple priority categories as regulated in Clause 3, Article 10 of Decree 29/2012/ND-CP (as amended by Decree 161/2018/ND-CP), only the highest priority points will be added to the Round 2 exam results as specified in Clause 2, Article 13 of Decree 29/2012/ND-CP (as amended by Decree 161/2018/ND-CP).

  4. Individuals who are not successful in the recruitment examination for public employees cannot carry forward their examination results to subsequent recruitment examinations.
