Current Regional Minimum Wage Rates
Currently, the regional minimum wage rates are prescribed in Article 3 of Decree 90/2019/ND-CP. Specifically:
The regional minimum wage rates applicable to employees working in enterprises are as follows:
- VND 4,420,000 per month, applicable to enterprises operating in Region I.
- VND 3,920,000 per month, applicable to enterprises operating in Region II.
- VND 3,430,000 per month, applicable to enterprises operating in Region III.
- VND 3,070,000 per month, applicable to enterprises operating in Region IV.
Regions where the regional minimum wage is applied are specified according to administrative units at the district, district-level town, or city under the province. The list of regions applying the minimum wage for Region I, Region II, Region III, and Region IV is stipulated in the Appendix issued along with this Decree.
List of Regions Applying the Current Regional Minimum Wage
The list of regions applying the regional minimum wage as prescribed in the Appendix issued along with Decree 90/2019/ND-CP, specifically:
- Region I, including areas:
- Districts and districts Gia Lam, Dong Anh, Soc Son, Thanh Tri, Thuong Tin, Hoai Duc, Thach That, Quoc Oai, Thanh Oai, Me Linh, Chuong My, and district-level town Son Tay under the city of Hanoi;
- Districts and districts Thuy Nguyen, An Duong, An Lao, Vinh Bao, Tien Lang, Cat Hai, Kien Thuy under the city of Hai Phong;
- Districts and districts Cu Chi, Hoc Mon, Binh Chanh, Nha Be under the city of Ho Chi Minh;
- The city of Bien Hoa, district-level town Long Khanh and districts Nhon Trach, Long Thanh, Vinh Cuu, Trang Bom under the province of Dong Nai;

- Remaining districts under the city of Hanoi;
- Remaining districts under the city of Hai Phong;
- The city of Hai Duong under the province of Hai Duong;
- The city of Hung Yen, district-level town My Hao and districts Van Lam, Van Giang, Yen My under the province of Hung Yen;
- Cities Vinh Yen, Phuc Yen and districts Binh Xuyen, Yen Lac under the province of Vinh Phuc;
- The city of Bac Ninh, district-level town Tu Son and districts Que Vo, Tien Du, Yen Phong, Thuan Thanh, Gia Binh, Luong Tai under the province of Bac Ninh;
