Regional Minimum Wage for Skilled Workers in Ho Chi Minh City in 2019

Article 3 of Decree 157/2018/ND-CP stipulates the regional minimum wage for employees working under labor contracts, effective from January 1, 2019, as follows:

From January 1, 2019, the regional minimum wage applicable to employees working in enterprises is as follows:

- The amount of 4,180,000 VND/month, applicable to enterprises operating in region I;

- The amount of 3,710,000 VND/month, applicable to enterprises operating in region II;

- The amount of 3,250,000 VND/month, applicable to enterprises operating in region III;

- The amount of 2,920,000 VND/month, applicable to enterprises operating in region IV.

As presented by you, you are currently working in Ho Chi Minh City, which belongs to region I.

Additionally, Clause 1, Article 5 of Decree 157/2018/ND-CP states:

The regional minimum wage provisions in Article 3 of this Decree are the lowest base for enterprises and employees to negotiate and pay wages, wherein the salary paid to employees working under normal labor conditions, ensuring full normal working hours in the month and completing labor norms or agreed work must ensure that:

a) It is not lower than the regional minimum wage for employees doing the simplest jobs;

b) Not less than 7% higher than the regional minimum wage for employees doing jobs requiring vocational training or skills training as stipulated in Clause 2 of this Article.

=> Therefore, for university-level employees working under normal labor conditions and in the right specialization, who always meet the assigned norms, the salary paid to the employee must be at least 7% higher than the regional minimum wage, which means you will receive:

(7% x 4,180,000) + 4,180,000 = 4,472,600 VND/month.

** Note: Region I includes the areas:

- Districts and Gia Lam, Dong Anh, Soc Son, Thanh Tri, Thuong Tin, Hoai Duc, Thach That, Quoc Oai, Thanh Oai, Me Linh, Chuong My districts and district-level town Son Tay of Hanoi city;

- Districts and Thuy Nguyen, An Duong, An Lao, Vinh Bao, Tien Lang, Cat Hai, Kien Thuy districts of Hai Phong city;

- Districts and Cu Chi, Hoc Mon, Binh Chanh, Nha Be districts of Ho Chi Minh City;

- Bien Hoa city, district-level town Long Khanh and Nhon Trach, Long Thanh, Vinh Cuu, Trang Bom districts of Dong Nai province;

- Thu Dau Mot city, district-level towns Thuan An, Di An, Ben Cat, Tan Uyen, and Bau Bang, Bac Tan Uyen, Dau Tieng, Phu Giao districts of Binh Duong province;

- Vung Tau city, district-level town Phu My of Ba Ria - Vung Tau province.
