Policies for Individuals Subject to Streamlined Staffing

Individuals subject to workforce streamlining will receive the following preferential policies:
Policy for Immediate Resignation:
Individuals under workforce streamlining aged under 53 years for men, under 48 years for women and not eligible for early retirement as per regulations or aged under 58 years for men, under 53 years for women and not eligible for early retirement as per regulations, who opt for immediate resignation will receive the following allowances:
- A subsidy equivalent to 03 months of current salary to seek new employment;
- A subsidy of 1.5 months' salary for each year of service with social insurance contributions.
Policy for Early Retirement:
- A subsidy of 03 months' salary for each year of early retirement;
- A subsidy of 05 months' salary for the first 20 years of service with social insurance contributions;
- A subsidy of 1/2 month's salary for each year of service with social insurance contributions from the 21st year onwards...
Policy for Transition to Work at Organizations Not Regularly Paid from the Budget:
Individuals under workforce streamlining, transitioning to work at organizations not regularly funded by the state budget, are entitled to the following subsidies:
- A subsidy equivalent to 03 months of current salary;
- A subsidy of 1/2 month's salary for each year of service with social insurance contributions.
Policy for Resignation After Vocational Training:
Individuals under workforce streamlining, aged under 45, with good health, a sense of responsibility, and organizational discipline, but who currently hold jobs not suited to their level of training or specialization, who wish to resign, will be facilitated by their agency or unit to undertake vocational training before resolving to resign, finding new employment, and are entitled to the following policies:
- Full current monthly salary will be paid, and social insurance and health insurance will be contributed by the agency or unit during the vocational training period, but the duration is capped at 06 months;
- A vocational training allowance equal to the cost of the vocational training course, capped at the cost of 06 months' current salary, is provided to pay the vocational training institution;
- After completing vocational training, a 03-month salary subsidy at the time of training is given to seek employment;
- A subsidy of 1/2 month's salary for each year of service with social insurance contributions;
- During vocational training, continuous service time is calculated, but it does not count towards seniority increments for annual salary raises.
