Minimum Age for Early Retirement Due to Staff Streamlining?
According to Clause 2, Article 1 of Decree 143/2020/ND-CP, the regulation is as follows:
"2. The subjects of headcount streamlining stipulated in Article 6 of this Decree, if they are no more than 5 years and no less than 2 years younger than the retirement age specified in Clause 2, Article 169 of the Labor Code and have at least 20 years of social insurance contributions, shall be entitled to pensions according to the laws on social insurance and the policies specified in Points a and c, Clause 1 of this Article and shall receive a 03-month salary allowance for each year of early retirement compared to the retirement age specified in Clause 2, Article 169 of the Labor Code.

Article 169 of the 2019 Labor Code stipulates that the retirement age of workers under normal working conditions is adjusted according to a schedule until reaching 62 years old for men in 2028 and 60 years old for women in 2035.
Based on the above regulations, if you belong to the headcount streamlining subjects, you must be no more than 5 years younger than the stipulated retirement age. For example: you were born in January 1973, so at 58 years and 8 months old (i.e., October 2031), you are eligible for retirement. If you belong to the headcount streamlining subjects, you may retire as early as 53 years and 8 months old.
