Is the Chairman of the Recruitment Council Required to be the Head of the Unit?
According to Clause 1 Article 7 of Decree 138/2020/ND-CP regarding the recruitment council for officials, the regulation is as follows:
The head of the authority with the power to recruit officials shall decide to establish a Recruitment Council to organize the recruitment. The Recruitment Council shall consist of 05 or 07 members, including:
- The Chairman of the Council, who is the head or the deputy head of the authority with the power to recruit;- The Vice Chairman of the Council, who is the representative leader of the advisory department on personnel organization of the recruiting authority;- The Member cum Secretary of the Council, who is the official of the advisory department on personnel organization of the recruiting authority;- Other members who are representatives of the leadership of relevant specialized departments involved in organizing the recruitment as decided by the head of the authority with the power to recruit officials.
Thus, when carrying out the recruitment of officials, the recruiting authority must establish a Recruitment Council. The Chairman of the Council can be the head or the deputy head of the authority. Therefore, the deputy head of the authority can be the Chairman of the Council.
