Clause 1, Article 20 of the 2014 Law on Citizen Identification stipulates:
The Citizen Identification Card is an identity document of Vietnamese citizens that serves as proof of citizen identification for cardholders to perform transactions within the territory of Vietnam.
And Clause 1, Article 17 of the 2019 Labor Code also stipulates the actions that an employer is not allowed to perform when concluding and executing labor contracts:
Keeping the original personal identification documents, diplomas, and certificates of the employee.
Thus, the case of the employer keeping the employee's Citizen Identification Card is against the regulations.
