Is it possible to receive the initial allowance without completing 3 years in extremely difficult areas?
According to Article 6 of Decree 76/2021/ND-CP which stipulates the initial allowance upon taking a job in particularly difficult areas, as follows:
The subjects specified in Article 2 of this Decree, when initially taking on work at agencies, organizations, or units in areas with particularly difficult socio-economic conditions, are entitled to the following allowances:
- An initial allowance equivalent to 10 months of statutory pay rate at the time of taking on the job in areas with particularly difficult socio-economic conditions.
- In cases where the family relocates to work in areas with particularly difficult socio-economic conditions, in addition to the initial allowance, they are also entitled to:
+ Reimbursement of travel costs and luggage fees for family members, calculated according to the actual prices of public transportation tickets and fares, or reimbursed at a flat rate based on the number of actual kilometers traveled multiplied by the average rate of common public transportation (trains, boats, passenger cars);
+ An allowance equivalent to 12 months of statutory pay rate for the household.
- The allowances specified in Clauses 1 and 2 of this Article are paid by the agency, organization, or unit in the area with particularly difficult socio-economic conditions where the work is accepted and arranged, immediately upon the subject being entitled to the allowance, and are to be provided only once during the actual total working time in areas with particularly difficult socio-economic conditions.
Thus, when taking up a job, the worker will be immediately paid by the agency or unit in areas with particularly difficult socio-economic conditions, without needing to complete 3 years for payment.
