Is classroom allowance available for those not directly teaching?
According to the provisions of Clause 1, Section I of Joint Circular 01/2006/TTLT-BGDDT-BNV-BTC, the scope and subjects of application of preferential allowance policies for educators directly teaching in public educational institutions include:
- Educators (including those on probation, under contract) on the payroll, directly teaching in public educational institutions within the national education system, and schools, centers, academies under the state agencies, Communist Party, socio-political organizations (hereinafter referred to as public educational institutions) funded by the state (including revenue from the state budget and non-budget revenues as per legal regulations);
- Educators (including those on probation, under contract) on the payroll of public educational institutions serving as the chief group leader, guiding practice in school workshops, stations, farms, laboratories;
- Management officials on the payroll of public educational institutions, directly teaching the required number of hours as prescribed by the competent authority.
Based on the above regulations, the subjects eligible for teaching allowances are educators or management officials directly teaching. Therefore, in the academic year 2018-2019, Mr. A did not participate in direct teaching and thus is not eligible for the teaching allowance.
