Is a college degree in nursing eligible for working as a level III nurse in Vietnam? What are the professional competence and skills standards for a level III nurse in Vietnam? I currently hold a college degree in nursing, but I am unsure if I meet the requirements to work as a level III nurse. Based on Clause 2 Article 5 of Joint Circular No. 26/2015/TTLT-BYT-BNV regulating the training and fostering standards of Level III nurses as follows:
- Graduated from university or higher in nursing;
- Have foreign language proficiency level 2 or higher as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training issuing the framework of 6 levels of foreign language proficiency for Vietnam or have a certificate of ethnic language for positions requiring the use of ethnic languages;
- Have standard computer skills in basic information technology as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications regulating the standard of skills in using information technology.
Therefore, the training and fostering standards for Level III nurses require a nursing degree, but currently, you only have a college degree in nursing, so you do not meet the training and fostering standards for Level III nurses.

Standards for professional competence of Level III nurses in Vietnam
The standards for professional competence of Level III nurses are stipulated in Clause 3 Article 5 of Joint Circular No. 26/2015/TTLT-BYT-BNV as follows:
- Understanding the viewpoints, principles, and policies of the Party, the laws of the State on the work of protecting, caring for, and improving the health of the people;
- Understanding the health, diseases of individuals, families, and communities, using nursing procedures as a basis for planning care and implementing nursing interventions to ensure the safety of patients and the community;
- Performing basic nursing techniques, first aid, emergency response, and effectively responding to emergency situations, epidemics, and disasters;
- Having skills in health counseling, education, and effective communication with patients and the community;
- Having skills in training, education, scientific research, collaboration with colleagues, and professional development;
- Civil servants promoted from the professional title of Level IV nurse to the professional title of Level III nurse must have a minimum tenure of 02 years holding the professional title of Level IV nurse for cases of initial recruitment with a college nursing degree or 03 years for cases of initial recruitment with a secondary nursing degree.
