I am a professional military officer. In September 2021, I was promoted from second lieutenant to first lieutenant. In October 2021, my unit awarded me the title of Emulation Fighter at the grassroots level. So, let me ask: Can the title of Emulation Fighter at the grassroots level be retained for the next salary increase? (In 2024, I will be due for a salary increase on time, if retained, I will be due for a salary increase in 2023).

Pursuant to Point a Clause 1 Article 3 Circular 65/2014/TT-BQP regulating conditions, criteria for advancing salary grades ahead of schedule:
- Being authorized to evaluate from the level of completing tasks upwards;
- Not violating discipline in any form of reprimand, warning, demotion, dismissal, salary reduction, demotion in professional military rank, revocation of military titles;
- Achieving outstanding performance in task execution (awarded the title of Emulation Fighter from grassroots level upwards) as decided by the authorized authority in writing;
- Not having reached the final salary grade in the group, rank, and as of December 31 of the year being considered for advancing salary grades ahead of schedule lacking 12 months or less to be eligible for regular salary advancement, then one salary grade ahead of schedule can be considered for advancement, with a maximum of 12 months compared to the regular salary advancement period.
In addition, this Article provides an example to guide cases of advancing salary ahead of schedule, specifically:
Example 1: Comrade Tran Van A is a professional soldier, holding the rank of First Lieutenant, whose salary grade was advanced ahead of schedule due to outstanding performance in task execution from grade 3 with a salary coefficient of 4.55 in group 1, type of senior professional soldier, to grade 4 with a salary coefficient of 4.90 in group 1, type of senior professional soldier, effective from July 15, 2010. For two consecutive years 2010 - 2011, Comrade A excellently completed tasks and was awarded the title of Emulation Fighter at the grassroots level. According to regulations, not being able to advance salary ahead of schedule twice in a row due to outstanding performance, Comrade A was only eligible for regular salary advancement from grade 4 to grade 5 in group 1, type of senior professional soldier, effective from July 15, 2013. By July 15, 2015 (after holding grade 5 in group 2, type of senior professional soldier for 24 months), if Comrade A meets the conditions for advancing salary ahead of schedule due to outstanding performance, the performance of Comrade A from July 16, 2010 to July 15, 2015 will be considered for advancing salary ahead of schedule.
It can be seen from the above example that after being advanced salary ahead of schedule on July 15, 2010, after this period, when Comrade A meets the conditions for further advancing salary ahead of schedule due to outstanding performance, the performance of Comrade A will be considered from July 16, 2010 until the date when A meets the conditions. Therefore, the achieved performance will be retained for the next advancement of salary ahead of schedule if A meets the conditions.
Hence, the performance received will be retained for the next advancement of salary ahead of schedule if A meets the conditions.
