How Old Must One Be to Become a Principal Researcher Class II?
According to the provisions of Clauses 2, 3, Article 5 of Joint Circular 24/2014/TTLT-BKHCN-BNV, to become a senior researcher at grade II, the following conditions must be met:
- Standards regarding educational and training qualifications:
+ Possess a master's degree or higher in a relevant research field;
+ Have a foreign language proficiency at level 3 (B1) as stipulated in Circular No. 01/2014/TT-BGDDT dated January 24, 2014, of the Ministry of Education and Training, which issued the 6-level foreign language proficiency framework for Vietnam;
+ Have basic information technology skills as stipulated in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, of the Ministry of Information and Communications defining the Standard for Information Technology Skills;
+ Have a certificate of training for senior researchers (grade II).
- Standards regarding professional and vocational competency:
+ Firmly grasp the guidelines, orientations, and policies for socio-economic development and the development of science and technology by the Communist Party and the State; achievements and development trends of science and technology; significant scientific and technological advancements nationally and globally relevant to the research field; comprehensively understand management content, research methods, information processing, and the evaluation of scientific and technological task outcomes;
+ Thoroughly understand and skillfully apply scientific theories and research methods; have profound knowledge in a specialty suitable for the assigned tasks and foundational knowledge in some related disciplines;
+ Be capable of proposing and defining research directions on certain scientific and technological issues. Possess independent and creative thinking, the ability to absorb, research, and apply research results in practice. Have the capacity to gather researchers and organize the implementation of tasks and solve practical issues; the ability to summarize practical experience, construct and present scientific research reports at specialized academic conferences and seminars at the ministries and central level; be capable of organizing domestic academic events and participating in international academic activities;
+ Have the capacity to lead the implementation of scientific and technological tasks at the ministerial and provincial levels, as well as participating and leading other scientific and technological tasks.Have chaired at least one scientific and technological task at the ministerial or provincial level (or chaired at least three institutional-level scientific and technological tasks) that has been accepted with a satisfactory rating or higher, and participated in at least one ministerial or provincial-level task accepted with a satisfactory rating or higher; or have participated as a co-author of at least one monograph and been the main author of at least one scientific paper published in a reputable international journal.
+ Officials participating in the promotion exam to the position of senior researcher (grade II) must achieve scientific and technological results defined in point d, clause 3 of this Article during the period of holding the researcher position (grade III) or equivalent, or must achieve at least three conversion points from professional activities, of which at least one point is converted from scientific and technological task results from the institutional level or higher, or from publishing papers on a reputable international scientific journal, and at least one point must be obtained within the last two years before the application deadline for the promotion exam to senior researcher (grade II).
+ Have experience in scientific research and technology development activities. Officials being promoted from researcher to senior researcher (grade II) must have held the researcher position (grade III) or equivalent for a minimum of nine years, with at least two years most recently holding the researcher position (grade III).
The above regulation does not set age conditions for becoming a senior researcher at grade II.
Thus, becoming a senior researcher at grade II is not age-restricted. Once you meet all the above conditions, you can become a senior researcher at grade II.
