How much salary grade increase can persons with scientific and technological achievements receive in Vietnam?

Pursuant to Article 7 of Decree 40/2014/ND-CP amended by Clause 5, Article 1 of Decree 27/2020/ND-CP regulating special pay increases for persons with scientific and technological achievements as follows:

1. A special pay increase shall be provided for a person who is holding a scientific/technological title in a public service provider without a corresponding change in his/her grade of job title if, during his/her enjoyment of current salary grade, he/she has demonstrated no breach of discipline and won one of the following achievements:

a) He/she has played a leading role in performing national science and technology missions accepted and assessed to have great socioeconomic efficiency;

b) He/she has won medals awarded by the Government of Vietnam according to the Law on Emulation and Commendation;

c) He/she has been awarded the "Anh hùng Lao động” ("Hero of Labor") title; or

d) He/she has been awarded the “Chiến sỹ Thi đua toàn quốc” (“A soldier of national emulation campaigns”) title.

2. Individuals who meet the conditions specified in Clause 1 of this Article are entitled to an special pay increase of no more than 02 salary grades in the same title class and must not receive an special pay increase 2 times in a row.

3. Ministers, Heads of ministerial-level agencies, Government agencies, and Chairman of the Provincial People's Committee decide to dramatically increase salaries for science titles and technology titles of class I and II.

The head of a public service unit with scientific and technological activities decided to dramatically raise salaries for other scientific and technological titles according to regulations on decentralization of personnel management.

Thus, you must meet the conditions specified in Clause 1 above to receive an special pay increase in Vietnam, but you will not receive a salary increase of more than 02 grades in the same title class and will not receive an special pay increase 2 times in a row.

What conditions will be created for scientific and technological activities?

According to Article 8 of Decree 40/2014/ND-CP, individuals engaged in science and technology activities are provided with the following working conditions:

1. Favorable conditions are provided for facilities, equipment, supplies, laboratories, experimental facilities and other necessary conditions from the regular operating budget of organizations with scientific and technological activities to carry out scientific and technological tasks.

2. Be considered for financial support by the National Science and Technology Development Fund or the Science and Technology Development Fund of ministries, branches and localities to participate in domestic and international scientific conferences; publish scientific and technological results in prestigious international scientific journals; Register to protect intellectual property rights at home and abroad for inventions and plant varieties, except in cases where the funding for implementing the above contents has been estimated in the budget for performing the task.

3. Public libraries and scientific and technological information organizations facilitate access to information and databases on science and technology to carry out tasks.

4. Individuals appointed to scientific or technological positions of class I in public service units are supported with funding to use national key laboratories when performing science and technology tasks using state budget, unless this funding has been estimated in the budget for performing the task.
