How much is daily salary as national team coaches in Vietnam? If the national team coaches are sick during the competition, will they be able to pay for medical examination and treatment expenses outside the scope of entitlement in Vietnam? What benefits do coaches who have an occupational accident during the focus of the competition enjoy in Vietnam? 

Hello, I am a fan of sports, especially football, usually the news only covers players and the coaches are not as interested. I am very curious about the regime that the national team coach is entitled to, how much is their salary for the national team coach? In case they are focused on competition but they are sick and have to go to the doctor, the cost exceeds the insurance coverage, will this excess be paid by the agency employing them? Please advise.

How much is daily salary as national team coaches in Vietnam?

Pursuant to Clause 1, Article 2 of Decree 152/2018/ND-CP stipulating the subjects to be applied are as follows:

1. Coaches and athletes who are Vietnamese citizens are summoned under a decision of a competent authority, including:

a) Coaches and athletes of the national youth team and team; national teams, youth teams, gifted teams of industries, provinces and centrally-run cities receiving salaries from the state budget;

b) Coach of the national youth team and team; national teams, youth recruitment teams , and gifted teams of branches, provinces and centrally-run cities do not receive salaries from the state budget;

c) Athletes of the national youth team or team; the team of branches, provinces and centrally-run cities do not receive salaries from the state budget;

d) Athletes of youth teams, gifted teams of industries, provinces and centrally run cities do not receive salaries from the state budget.

In Clause 1, Clause 2, Article 3 of Decree 152/2018/ND-CP stipulating salaries and training and competition allowances as follows:

1. The subjects specified at Point a, Clause 1, Article 2 of this Decree are entitled to a salary as follows:

a) To be entitled to the full salary currently being enjoyed (including salary, salary allowance if any) paid by the management agency of the coach or athlete;

b) To be entitled to a compensation for the difference in case the salary specified at Point a, Clause 1 of this Article is calculated on average according to the number of normal working days in a month, which is lower than the salary specified in Clause 2 and Clause 2 of this Article.

The average salary based on the number of normal working days is determined by the salary of the preceding month before the coach or athlete is summoned for training and competition divided by 26 days.

2. The subjects specified at Point b, Clause 1, Article 2 of this Decree are entitled to a salary based on the actual days of training and competition as follows:

a) National team head coach: VND 505,000/person/day;

b) National team coach: 375,000 VND/person/day;

c) Head coach of the national youth team: 375,000 VND/person/day;

d) National youth team coach: 270,000 VND/person/day;

dd) Coaches of national teams, provinces and centrally run cities: VND 215,000/person/day;

e) Coaches of youth teams in branches, provinces and centrally run cities: 180,000 VND/person/day;

g) Coaches of gifted teams in industries, provinces and centrally run cities: 180,000 VND/person/day.

Thus, for a national team coach in Vietnam who is receiving a salary from the state budget, the average salary calculated according to the number of normal working days is determined by the salary of the preceding month before the coach is summoned divided by 26 days.

For national team coaches who do not receive salary from the state budget, the salary based on actual training and competition days is 375,000 VND/person/day in Vietnam.

If the national team coaches are sick during the competition, will they be able to pay for medical examination and treatment expenses outside the scope of entitlement in Vietnam?

In Clause 1, Article 5 of Decree No. 152/2018/ND-CP stipulating benefits for coaches and athletes during illness or maternity leave during training and competition as follows:

1. The subjects specified at Points a, b and c, Clause 1, Article 2 of this Decree who are eligible to participate in social insurance when they are sick or pregnant during the period of concentration on training and competition are entitled to the following benefits: 

a) Enjoy the social insurance and health insurance regime as prescribed by law for coaches and athletes participating in social insurance or health insurance;

b) To be covered by the agency employing the coach or athlete for medical examination and treatment outside the scope of entitlement and the level of health insurance;

c) Be supported by the agency employing the coach or athlete by the difference (if any) when the allowance for medical leave for medical examination and treatment paid by the social insurance agency is lower than the amount paid by the social insurance agency according to the date specified in Clauses 2 and 3, Article 3 of this Decree for coaches and athletes participating in social insurance.

According to this Article, if the coach of the national team falls ill during the time of training and competition, but exceeds the amount of benefits and medical insurance, the agency employing the coach will pay cost of medical examination and treatment of diseases outside the scope of benefit and the level of benefit of this health insurance in Vietnam.

What benefits do coaches who have an occupational accident during the focus of the competition enjoy in Vietnam? 

According to Clause 1, Article 6 of Decree No. 152/2018/ND-CP stipulating regimes for coaches and athletes suffering from occupational accidents or diseases during training and competition as follows:

1. Coaches and athletes suffering from occupational accidents or diseases during the time of training and competition are entitled to the following regimes:

a) To receive timely first aid and first aid by the agency employing the coach or athlete and advance first aid, emergency and treatment expenses;

b) Have the agency employing the coach or athlete pay for medical expenses from first aid and emergency to stable treatment, including: payment of co-payments and other expenses not on the list of employees covered by health insurance for employees participating in health insurance; pay the examination fee for assessment of working capacity decrease for cases where it is concluded that the working capacity decrease is less than 5% because the agency employing the coach or athlete recommends that the agency employing the coach or athlete refer for a medical examination and assessment of the decrease in working capacity at the Medical Assessment Council; to pay all medical expenses for coaches and athletes who do not have health insurance ;

c) Being paid by the agency employing the coach or athlete in full as prescribed in Article 3 of this Decree when taking a break from training or competing during treatment or rehabilitation labor;

d) Be compensated or subsidized by the agency employing the coach or athlete and recommend a medical assessment according to the provisions of Clauses 4, 5, 6 and 7 Article 38, Article 39 of the Law on Safety and Hygiene labor for the subjects specified at Points a, b and c, Clause 1, Article 2 of this Decree; be supported by the agency employing athletes once in cash equal to the level of support for pupils and students suffering from occupational accidents as prescribed in Clause 4, Article 33 of Decree No. 39/2016/ND-CP dated 15 May 2016 of the Government detailing the implementation of a number of articles of the Law on Occupational Safety and Health for the subjects specified at Point d, Clause 1, Article 2 of this Decree who suffer occupational accidents;

dd) Enjoy the social insurance regime for occupational accidents and diseases specified in Section 3, Chapter III of the Law on Occupational Safety and Health like employees participating in compulsory social insurance.

Thus, the national team coach who suffers from an occupational accident or an occupational disease during the time of training and competition will be entitled to the above regimes in Vietnam.
