Pursuant to Article 5 of Decree 138/2020/ND-CP supplemented by Clause 2, Article 1 of Decree 116/2024/ND-CP on priority in recruiting officials in Vietnam:
Article 5. Priority in Recruiting Officials
1. Subjects and priority points in recruitment exams or consideration:
a) Heroes of the Armed Forces, Labor Heroes, war invalids, persons enjoying policies like war invalids, type B war invalids: Awarded an additional 7.5 points to the result score of round 2;
b) Ethnic minorities, military officers, police officers, professional soldiers, people transferring from cryptographic work, graduates trained in reserve officer training, graduates from the training of head of communal military command post granted the rank of reserve officer who have registered as reserve officers, children of martyrs, war invalids, sick soldiers, people enjoying policies like war invalids, type B war invalids, biological children of people who engaged in resistance contaminated with chemical toxins, children of Armed Forces Heroes, children of Labor Heroes: Awarded an additional 5 points to the result score of round 2;
c) People who completed military service, participated in the People’s Police, youth volunteers: Awarded an additional 2.5 points to the result score of round 2.
d) Union officials who have grown from the grassroots, in the workers' movement as regulated by the competent authority: Awarded an additional 1.5 points to the result score of round 2.

According to the regulation above, from September 17, 2024, union officials in Vietnam who have grown from the grassroots, in the workers' movement, will be awarded an additional 1.5 priority points to the result score of round 2 when taking official exams.

What are forms of official recruitment in Vietnam?
Pursuant to Article 37 of the Law on Cadres and Civil Servants 2008, amended by Clause 5, Article 1 of the Law on Cadres, Civil Servants, and Public Employees Amendment 2019 on forms of official recruitment in Vietnam:
Article 37. Forms of official recruitment
1. Recruitment of officials is carried out through exams or consideration, except for cases specified in Clause 3 of this Article.
Forms, content of exams, and consideration of official recruitment must be appropriate to the job position in each industry and profession, ensuring the selection of those with qualities, qualifications, and capacities.
2. Recruitment of officials by consideration is conducted as decided by the competent authority for recruiting officials for the following groups:
a) Those committed to volunteer to work for 5 years or more in areas with particularly difficult socio-economic conditions;
b) Those studying under policies as prescribed by the Education Law, returning to work in the locality where they were sent for education after graduation;
c) Outstanding graduates, talented young scientists.

According to the regulation above, officials are recruited through exams or consideration, except in certain cases where the head of the management agency decides to receive individuals meeting the standards and conditions of the job position as officials:
- Public employees working at public service providers
- Communal-level cadres, officials
- Those receiving salaries in the armed forces, those working in cryptographic organizations but are not officials
- Receiving for appointment as officials holding leadership, management positions for those currently being Chairpersons of the Members’ Council, Chairpersons of the Board of Directors, Company Chairpersons, Members of the Members’ Council, Members of the Board of Directors, Controllers, General Directors, Deputy General Directors, Directors, Deputy Directors, Chief Accountants, and those holding other positions prescribed by the Government of Vietnam in state-owned enterprises, enterprises with over 50% state capital; the person received must be planned for the appointed position or an equivalent position- Individuals who were officials and then transferred, rotated by competent authorities to work in positions not as officials in other agencies, organizations
What are grounds for conducting official recruitment in Vietnam?
Pursuant to Article 3 of Decree 138/2020/ND-CP amended by Clause 1, Article 1 of Decree 116/2024/ND-CP on the grounds for conducting official recruitment in Vietnam:
Article 3. Grounds for conducting official recruitment in Vietnam
1. Recruiting officials must be based on task requirements, job positions, and staffing quotas.
2. The competent authority for recruiting officials shall develop recruitment plans, decide on recruitment according to its authority or report to the managing agency for officials for approval to serve as a basis for recruitment before each recruitment period. Recruitment plan contents include:
a) The number of assigned staff and the number of unused staff quotas of the official-using agency;
b) The number of staff needed for each job position, clearly stating job positions recruited for multiple official-using agencies (if any);
c) The number of staff, job positions specifically recruiting ethnic minorities (if any), clearly specifying the targets, and the ethnic structure to be recruited;
