Entitlement to Initial Allowance for Transfer to Extremely Disadvantaged Areas in 2017
You were transferred to work in a particularly difficult area in 2017, so the provisions of Article 6 of Decree 116/2010/ND-CP on relocation allowances apply as follows:
Subjects defined in Article 2 of this Decree who have been working in areas with extremely difficult socio-economic conditions for 3 years or more for females and 5 years or more for males are entitled to the following allowances:
- Initial allowance equivalent to 10 months of the common minimum wage;
- In cases where the family relocates together, in addition to the initial allowance, they are also entitled to transportation allowances for family members and a relocation allowance equivalent to 12 months of the common minimum wage for the household;

Thus, as a male official working in a particularly difficult area in 2017, you must work here for 5 years or more to receive the initial allowance. If you have not worked for 5 years, you are not eligible for the initial allowance under this Decree.
However, according to Article 6 of Decree 76/2019/ND-CP from December 1, 2019, officials and public employees, workers, and salaried people in the armed forces who are first appointed to work in agencies, organizations, or units in areas with extremely difficult socio-economic conditions are entitled to an initial allowance equivalent to 10 months of the statutory pay rate at the time of receiving the appointment in the area with extremely difficult socio-economic conditions.
Agencies, organizations, and units in areas with extremely difficult socio-economic conditions that receive, arrange, and pay immediately when the entitled person takes up the job and will only do so once during the total actual working time in the area with extremely difficult socio-economic conditions.
Thus, it can be seen that those who are first appointed to work in particularly difficult areas from December 1, 2019, will receive the initial allowance immediately upon taking up the job without the need to meet the working time requirements as per the old regulation.
