Entitled to Civil Service Allowance: Is Health Insurance Contribution Required?
According to Clause 1, Article 4 of Decree 34/2012/ND-CP:
The public service allowance is paid together with the monthly salary and is not used to calculate contributions to, or benefits from, social insurance and health insurance.
And: The subjects stipulated in Article 2 of this Decree are entitled to a public service allowance equal to 25% of their current salary, plus any position-based allowance for leadership, seniority beyond the scale (if any), or rank allowance (Article 3).
Therefore, the subjects stipulated in Article 2 of this Decree are entitled to a public service allowance equal to 25% of their current salary. In case of receiving the public service allowance, this amount will not be used to calculate contributions to health insurance.
