Duties and Powers of the Basic Trade Union
Article 16 of the Charter of the Vietnam General Confederation of Labor issued together with Decision 174/QD-TLD in 2020 stipulates the duties and powers of grassroots trade unions as follows:
Represent members in relations with local authorities and relevant agencies, take care of and protect the legal and legitimate rights and interests of members; gather members' opinions and aspirations to find solutions to support, assist or reflect, propose and recommend to competent authorities for resolution.
Propagate and mobilize members and workers to implement the guidelines and policies of the Communist Party, the policies and laws of the State, and the tasks of the trade union organization; guide the implementation of policies and laws related to the livelihood and working conditions of workers.
Organize and promote patriotic emulation movements; mobilize members and workers to participate in cultural and social activities, support each other in their profession and life, and fight against social evils.
Develop and manage members; build strong grassroots trade unions; participate in building a clean and strong Communist Party and people's government.
Manage and use the finances and assets of the trade union in accordance with state laws.
