Dossier for Appointment of Officials to Leadership and Management Positions: Regulations and Procedures
The file for appointing an official to a leadership or management position is stipulated in Article 48 of Decree 138/2020/ND-CP. To be specific, as follows:
The personnel appointment dossier must be truthfully, accurately, and fully declared in the stated sections and must be confirmed or authenticated by the competent authority as per regulations, including:
- A proposal for appointment signed by the head of the agency or organization (in cases of submission to the superior authority for appointment decision); or signed by the head of the department responsible for personnel organization and staff (in cases where the head of the agency or organization makes the decision);
- A consolidated report of voting results attached with the ballot count minutes at each step in the appointment process;
- A curriculum vitae declared by the individual according to the prescribed form, confirmed by the directly managing authority, with a colored 4x6 photo taken within the last 06 months;
- A self-assessment report of the three most recent working years;
- Comments and evaluations by the collective leadership of the agency or organization regarding ethical qualities, lifestyle, sense of organizational discipline, internal unity, work capacity, and performance results in the past three years;
- Comments from the party cell at the place of residence regarding the individual and family. In case the place of residence of the individual is different from that of the family, comments from the party cell at the individual's residence and the family's residence must be obtained;
- Conclusion of the competent authority regarding political standards;
- Asset and income declaration form as prescribed;
- Copies of diplomas and certificates as required by the appointment position standards. In case the personnel holds a degree issued by a foreign educational institution, it must be recognized in Vietnam according to regulations;
- Health certificate issued by an authorized medical facility within the last 06 months.
