Based on the provisions at Clause 2 Article 7 of Decree 152/2020/ND-CP (effective from February 15, 2021):
The Chairman of the Board of Directors or a member of the Board of Directors of a joint-stock company with a capital contribution value of 3 billion VND or more is not required to apply for a work permit.
Therefore, in the case of your company being a joint-stock company with a charter capital of 25 billion VND, the Chairman of the Board of Directors on your side, who is a foreigner, is not required to apply for a work permit.
