Do Foreign Volunteers Entering Vietnam Need to Apply for a Work Permit?
Based on the provisions of Clause 2, Article 3 and Clause 7, Article 7 of Decree 152/2020/ND-CP (effective from February 15, 2021):
In the case where volunteers are foreign workers working in Vietnam voluntarily and without salary to fulfill an international treaty to which the Socialist Republic of Vietnam is a member, and with confirmation from a foreign diplomatic representative office or an international organization in Vietnam, they are not subject to the issuance of work permits.
Thus, foreign volunteers working in Vietnam do not need to apply for work permits.
