Do employees who stop working have to handle the paperwork themselves to receive Covid-19 assistance policies?
As stipulated in Articles 19 and 20 of Decision 23/2021/QD-TTg regarding the dossier and procedures for implementing support policies for workers suspended from work due to the Covid-19 pandemic. As follows:
Article 19. Application dossier
A copy of the quarantine request document from the competent state authority for Covid-19 prevention and control during the period from May 1, 2021, to December 31, 2021.
The list of employees confirmed by the social insurance agency according to Form No. 06 in the Appendix issued with this Decision.
A certified copy or a copy accompanied by the original for comparison of one of the following documents: Proof of pregnancy; Birth certificate or Birth record of the child; Adoption certificate; Decision on assignment, receipt of child care from the competent authority for the subjects specified in Clause 2, Article 18 of this Decision.
Article 20. Implementation procedures
The employer requests the social insurance agency to confirm that the employee is participating in social insurance. Within 02 working days from the date of receipt of the request, the social insurance agency confirms the employee's participation in social insurance.
The employer submits the dossier as prescribed in Article 19 of this Decision to the district-level People's Committee where the head office is located. The deadline for receiving dossiers is no later than January 31, 2022.
Within 02 working days from the date of receipt of the complete dossier, the district-level People's Committee appraises and submits it to the provincial-level People's Committee.
Within 02 working days from the date of receipt of the complete dossier, the provincial-level People's Committee issues a decision approving the list and support budget; at the same time, instruct the implementation of the support payment. In case of disapproval, the provincial-level People's Committee shall notify in writing, clearly stating the reasons.
Within 02 working days from the date of receipt of the support budget from the provincial-level People's Committee, the employer makes the payment to the employees.
=> Therefore, according to the above regulations, employees suspended from work eligible for the Covid-19 allowance. The application procedure is handled by the employer (company), not by the employee. However, employees need to provide related information or documents to the employer when necessary.
