Decree No. 179/2024/ND-CP on policies for valuing talented individuals working in Vietnam Communist Party and State agencies
On December 31, 2024, the Government of Vietnam issued Decree No. 179/2024/ND-CP providing for the policies to attract and employ talented individuals to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations from central to local levels.
Policies concerning talented individuals working in agencies and units affiliated with the People's Army and the People's Public Security are to be implemented in accordance with the regulations of the Communist Party and specialized laws; the Minister of National Defense and the Minister of Public Security shall decide on the application of provisions in Decree No. 179/2024/ND-CP.
Decree No. 179/2024/ND-CP applies to the following subjects:
- Officials (including commune-level officials), public employees
- Outstanding graduates and talented young scientists
- Experts, managers, business administrators, leading scientists who are either Vietnamese or foreign nationals.
Decree No. 179/2024/ND-CP takes effect from January 1, 2025.

What are principles for implementation of policies to attract and employ talented individuals in Vietnam?
Based on Article 3 of Decree No. 179/2024/ND-CP, the implementation of policies to attract and employ talented individuals is guided by the following principles:
- Attracting and employing talented individuals must fully comply with the Communist Party's guidelines, the State's laws, and not contradict international treaties to which Vietnam is a member. Ensure unity, synchronization, and feasibility across the stages of discovery, selection, training, nurturing, utilization, rewarding, and honoring.
- Ensure openness, transparency, objectivity, and accuracy regarding subjects and authority in policy implementation; promote the role and responsibility of leaders of ministries, central and local authorities, as well as party committees and leading collectives of offices, organizations, and units in discovering, attracting, and employing talented individuals. The implementation of employment policies should be proportional to the contributions of talented individuals, linked with annual evaluations through specific products and work quality.
- Funds for the implementation of policies to attract and employ talented individuals are allocated from the state budget and other lawful mobilized sources as specified by law.
- Based on national and local strategic, priority developmental orientations, ministries and central authorities, central and local agencies should specifically identify industries and fields that need priority in employing high-quality human resources for each period, and decide on the specific implementation of policies to attract and employ talented individuals within the scope of management depending on budget capacity and management authority over officials and public employees according to decentralization.
- In cases where the law provides for higher policies compared to corresponding policies for talented individuals in this Decree, the higher policy shall apply, or the provisions shall be applied according to the wishes of the talented individuals.
What are conditions for officials and public employees to apply policies to attract and employ talented individuals in Vietnam?
According to Article 4 of Decree No. 179/2024/ND-CP, the standards and conditions for applying policies to attract and employ talented individuals in Vietnam are as follows:
Article 4. Standards and Conditions for Applying Policies to Attract and Employ Talented Individuals
- Officials and public employees must meet the following standards and conditions:
a) Possess firm political capabilities; good political qualities and ethics; clear background; sufficient health to perform duties; a desire to contribute and serve the Homeland and the People; be dynamic, creative, willing to think, act, and take responsibility for the common good;
b) Lead the advising and proposal to competent authorities of policies, solutions that are significant breakthroughs and transformative in performing tasks and duties; have research projects or proposals applied that yield high value and efficiency in strategic, priority sectors of the nation or locality;

Therefore, officials and public employees applying policies to attract and employ talented individuals must meet the following conditions:
- Possess firm political capabilities
- Good political qualities and ethics
- Clear background
- Sufficient health to perform duties
- A desire to contribute and serve the Homeland and the People
- Be dynamic, creative, willing to think, act, and take responsibility for the common good
- Lead the advising and proposal to competent authorities of policies, solutions that yield high efficiency and are significant breakthroughs in performing tasks and duties
- Have research projects or proposals applied that yield high value and efficiency in strategic, priority sectors of the nation or locality
- Meet other specific standards and conditions as stipulated by ministries and central authorities, central and local agencies
