Content of the expenditure policies for guest reception, summary and final conference expenditures of the trade union agency is regulated as follows:

Content of Guest Reception Expenses Policies of Trade Union Agencies

Based on Clause 6, Article 6 of the regulations on standards and norms for expense policies in Trade Union agencies issued along with Decision 4291/QD-TLD in 2022, the content of the guest reception expense policies of trade union agencies are as follows:

Domestic guest reception in trade union agencies follows Circular No. 71/2018/TT-BTC dated August 10, 2018, by the Ministry of Finance, stipulating the expenditure policies for organizing international conferences and seminars in Vietnam and domestic guest reception policies. Other special cases are decided by the head of the budget unit.

Conference Summarization and Reporting Expenses Policy of Trade Union Agencies

Based on Clause 9 of this Article, the expenses policy for conference summarization and reporting of trade union agencies are as follows:

Expenses for meal allowances for delegates attending the summarization and reporting conferences of the trade union agencies;

- Refreshment expenses during breaks;

- Other expenses related to the summarization and reporting conferences of the trade union agencies:

+ Remuneration for seminar chairpersons and article contributors;

+ Remuneration for seminar chairpersons summarizing seminar opinions;

+ Remuneration for writing articles;

+ Servicing staff expenses, etc.

(The expense norms are applied according to Clause 7, Article 5 of these regulations)

Salaries, Wages, and Labor Expenses of Trade Union Agencies

Based on Clause 10 of this Article, it is regulated as follows:

Salaries, wages, social insurance, health insurance, union fees, and operational expenses for regular contractual employees (including contractual labor under Decree No. 68/2000/ND-CP dated November 17, 2000, of the Government of Vietnam on the implementation of contractual policies for certain types of work in state administrative agencies, public service providers, and Decree No. 161/2018/ND-CP dated November 29, 2018, of the Government of Vietnam on the amendments and supplements to some regulations on the recruitment of officials and public employees, rank promotion for officials, grade promotion for public employees, and implementation of contractual policies for certain types of work in state administrative agencies, public service providers).

The head of the unit using trade union finances decides the number of contractual employees within the scope of regular expenditure norms calculated based on the allowance.
