Conditions for Receiving the Initial Allowance When Working in Particularly Difficult Areas
Article 6 of Decree 76/2019/ND-CP stipulates clearly:
Initial allowance upon assuming duties in areas with exceptionally difficult socio-economic conditions
Subjects specified in Article 2 of this Decree upon first-time assumption of duties in agencies, organizations, units in areas with exceptionally difficult socio-economic conditions are entitled to the following allowances:
- An initial allowance equal to 10 months of the statutory pay rate at the time of assuming duties in areas with exceptionally difficult socio-economic conditions.
...
According to the regulations, to receive this initial allowance, one must simultaneously meet both conditions: assuming duties for the first time and being in an area with exceptionally difficult socio-economic conditions.
Clearly, if you assumed duties for the first time in 2019, at that time, your location had not been recognized as an area with exceptionally difficult socio-economic conditions, then naturally, you would not be eligible for this allowance.
Respectfully!
