Circular 11/2024/TT-BLDTBXH: Guidelines on the classification of certain types of public service providers in the sector, field of labor, people with merits, and social affairs in Vietnam
On October 31, 2024, the Minister of Labor, War Invalids and Social Affairs issued Circular 11/2024/TT-BLDTBXH stipulating:
- The classification of certain types of public service providers within the fields of labor, people with merit, and social affairs, including: classification frameworks, classification criteria, cases, dossiers, and the authority for classifying public service providers in these fields.
- The level of position-based allowances for leaders and managers of public service providers in the fields of labor, people with merit, and social affairs.
Circular 11/2024/TT-BLDTBXH applies to the following public service providers in the fields of labor, people with merit, and social affairs:
- Facilities for the nurturing and caring for people with merit
- Social assistance facilities
- Facilities providing child protection services
- Orthopedic and rehabilitation facilities
- Units operating technical safety inspection of labor
- Employment service centers
- Public non-business units in the field of labor relations
Circular 11/2024/TT-BLDTBXH becomes effective on December 15, 2024.

What are the criteria for classifying certain types of public service providers in the sector, field of labor, people with merits, and social affairs in Vietnam?
Based on Article 3 of Circular 11/2024/TT-BLDTBXH, criteria for classification are stipulated as follows:
Article 3. Classification Criteria
- Groups of classification criteria:
a) Group I criteria on position, function, and task;
b) Group II criteria on work efficiency and quality;
c) Group III criteria on facilities and equipment;
d) Group IV criteria on professional qualifications and skills.
- Specific criteria and point levels are specified in the annexes attached to the Circular:
a) Annex I: Criteria table and classification points for nurturing and caring facilities for people with merit.
b) Annex II: Criteria table and classification points for social assistance facilities.
c) Annex III: Criteria table and classification points for facilities providing child protection services.
d) Annex IV: Criteria table and classification points for orthopedic and rehabilitation facilities.

Thus, the classification of certain types of public service providers in the fields of labor, people with merit, and social affairs is based on the following criteria:
- Group 1 criteria on position, function, and task
- Group 2 criteria on work efficiency and quality
- Group 3 criteria on facilities and equipment
- Group 4 criteria on professional qualifications and skills
