Vietnam: Can shippers eligible for support due to the impact of COVID-19?
Under Section 12 of Resolution 68/ND-CP of 2021 on certain policies to support employees and employers facing difficulties due to the COVID-19 pandemic in Vietnam:
As for employees without an employment contract (self-employed) and some other specific entities:
The provinces and cities shall, based on the specific circumstances and budget capacity, develop criteria, determine the beneficiaries and the support amounts, but the support rate is not less than VND 1,500,000 per person per time or VND 50,000 per person per day based on the actual number of days of suspension at the request of the provinces and cities.
Moreover, the support policy for employees without an employment contract (self-employed) who lose their jobs due to the impact of COVID-19 in Ho Chi Minh City (Resolution 09/2021/QD-HDND):
Employees without an employment contract (self-employed) who legally reside in Ho Chi Minh City (in case of temporarily residing, they must have temporary residence registration confirmed by the police authority), lose their jobs, have no income, or have an income lower than 4,000,000 VND/month (near-poverty threshold of the city for the 2021-2025 period), engage in one of the six types of jobs: Peddling, small-scale street selling; garbage and scrap collection; loading and unloading, goods transportation; mobile lottery ticket selling; are self-employed or work at households in the field of eating, lodging, tourism, healthcare (including security); work in certain sectors that have to temporarily suspend operations as directed by the City People's Committee in Official Dispatch 1749/UBND-VX dated May 30, 2021 shall be entitled to support amount of 50,000 VND/person/day.
Thus, as you do not have an employment contract, you may be eligible for support as a freelancer facing difficulties due to the COVID-19 pandemic if you meet the above conditions. You can contact the People's Committee of the ward where you reside for guidance on submission of the application.
