How Are Salaries Determined for Probationary Public Employees?
According to Article 2 of the Public Employee Law 2010, a public employee is a Vietnamese citizen recruited according to job position, working at a public service provider under employment contract policies, and receiving salaries from the salary fund of the public service provider per legal regulations.
Pursuant to Clause 1, Article 23 of Decree 115/2020/ND-CP on policies for probationary employees and their mentors:

- During the probation period, the probationary employee receives 85% of the salary of the first level of the recruited professional title. If the probationary employee has a master's degree suitable to the job position requirements, they receive 85% of the salary of the second level of the recruited professional title; if they have a Ph.D. suitable to the job position requirements, they receive 85% of the salary of the third level of the recruited professional title. Allowances are received per legal regulations.

Probationary public employees receive 85% of the salary according to the level of the recruited professional title. Specifically, as follows:
- 85% of the salary of the first level of the professional title;- 85% of the salary of the second level of the professional title if they have a master's degree suitable to the job position requirements;- 85% of the salary of the third level of the professional title if they have a Ph.D. suitable to the job position requirements.
How Much Responsibility Allowance Does a Mentor of a Probationary Public Employee Receive When the Base Salary Increases?
Based on Clause 4, Article 23 of Decree 115/2020/ND-CP:

The probation period does not count toward the time for salary level promotion consideration.
The mentor receives a responsibility allowance coefficient of 0.3 of the statutory pay rate during the mentoring period.
During the probation period, the mentor and the probationary employee also receive bonuses and other welfare policies (if any) per state regulations and the rules of the public service provider.
The mentor of a probationary public employee receives a responsibility allowance coefficient of 0.3 of the statutory pay rate during the mentoring period.
Additionally, according to Clause 2, Article 3 of Decree 73/2024/ND-CP, from July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
Therefore, the responsibility allowance for mentors of probationary public employees under the new statutory pay rate starting July 1, 2024, is 702,000 VND.

In Which Cases Do Probationary Public Employees Receive 100% Salary?
Based on Clause 2, Article 23 of Decree 115/2020/ND-CP on policies for probationary employees and their mentors:

- Probationary employees receive 100% salary and allowances of the professional title corresponding to their educational level stipulated in Clause 1 of this Article in the following cases:
a) Working in areas with exceptionally difficult socio-economic conditions;
b) Working in hazardous, dangerous industries or professions;
c) Completing military service; participating in the people's police; army officers, police officers, professional soldiers discharged from service, those working in cryptographic activities transferred to other sectors, graduates of reserve officer training, graduates of commune military command training granted the rank of reserve officers and registered in the reserve officers' category, youth union members, volunteer intellectuals participating in rural and mountainous development for 24 months or more who have completed their tasks.
