Are teachers about to retire required to upgrade to a university degree standard?
According to Point b, Clause 1, Article 72 of the Education Law 2019, regulations regarding the standard qualification levels for teachers are as follows:
- Possession of a bachelor's degree in teacher education or higher for elementary, middle school, and high school teachers.
- In cases where subjects do not have enough teachers with a bachelor's degree in teacher education, teachers must have a bachelor's degree in a relevant field and a certificate in pedagogical training.
Additionally, Clause 2, Article 2 of Decree 71/2020/ND-CP prescribes the roadmap for upgrading the standard qualification levels for preschool, elementary, and middle school teachers as follows:
Elementary school teachers who do not have a bachelor's degree in elementary teacher education or a bachelor's degree in a relevant field and a certificate in pedagogical training, calculated from July 1, 2020, must have a remaining service period of 8 years (96 months) for teachers with intermediate qualifications, or 7 years (84 months) for teachers with college qualifications until the retirement age as stipulated.
Based on the above regulations, from July 1, 2020, until the retirement age as stipulated, elementary school teachers with college qualifications who have 7 years of service left must upgrade their qualifications. However, since you were born in January 1969, you will reach retirement age in October 2025 (4 years of service left). Therefore, you are not subject to the requirement to upgrade to a bachelor's degree level.
