What Are the Objectives of the General Audit Plan?

Audit Process of the State Audit Office of Vietnam issued with Decision 02/2020/QD-KTNN stipulates the audit objectives of the general audit plan as follows:
The objectives of the audit are determined based on the annual audit orientation of the State Audit Office; requirements and nature of the audit; characteristics and actual conditions of the audited unit or the audited issue. Depending on the type of audit, the primary objectives of the audit may include:
- Confirming the accuracy and truthfulness of financial statements, settlement reports, financial information;
- Inspecting, evaluating, and confirming the compliance with laws and internal regulations of the audited unit;
- Assessing the economy, effectiveness, and efficiency in the management and use of public finances and public assets;
- Through the audit, detecting acts of corruption, wastefulness, and violations in the management and use of public finances and public assets, clearly identifying the responsibilities of collectives and individuals to recommend the competent authorities to handle violations according to the provisions of law; recommending the handling of finances and assets upon detecting errors; pointing out violations and limitations in management and recommending the audited unit and the directly managing superior agency of the audited unit to take measures to rectify and improve internal management; detecting inadequacies to recommend the National Assembly, the Government of Vietnam, the Prime Minister of the Government of Vietnam, and other State agencies to amend and supplement mechanisms, policies, and laws to ensure that financial resources and public assets are used economically and effectively.
