Which vehicles can be operated by people holding Category B driver licenses in Vietnam?
According to Clause 1, Article 57 of the Law on Order and Safety of Road Traffic 2024, a driver license is regulated as follows:
Driver license
- Driver licenses include the following categories:
a) Category A1 is issued to drivers operating two-wheeled motorcycles with a cylinder capacity of up to 125 cm3 or an electric motor power of up to 11 kW;
b) Category A is issued to drivers operating two-wheeled motorcycles with a cylinder capacity exceeding 125 cm3 or an electric motor power exceeding 11 kW and the types of vehicles regulated for Category A1 driver license;
c) Category B1 is issued to drivers operating three-wheeled motorcycles and the types of vehicles regulated for Category A1 driver license;
d) Category B is issued to drivers operating passenger cars with up to 08 seats (excluding the driver’s seat); trucks and specialized vehicles with a total design weight of up to 3,500 kg; types of passenger cars regulated for Category B driver license towing a trailer with a total design weight of up to 750 kg;
dd) Category C1 is issued to drivers operating trucks and specialized vehicles with a total design weight exceeding 3,500 kg to 7,500 kg; types of trucks regulated for Category C1 driver license towing a trailer with a total design weight of up to 750 kg; and the types of vehicles regulated for Category B driver license;
e) Category C is issued to drivers operating trucks and specialized vehicles with a total design weight exceeding 7,500 kg; types of trucks regulated for Category C driver license towing a trailer with a total design weight of up to 750 kg; and the types of vehicles regulated for Category B and C1 driver licenses;
g) Category D1 is issued to drivers operating passenger cars with more than 08 seats (excluding the driver’s seat) to 16 seats (excluding the driver’s seat); types of passenger cars regulated for Category D1 driver license towing a trailer with a total design weight of up to 750 kg; and the types of vehicles regulated for Category B, C1, and C driver licenses;

According to the above regulation, a Category B driver license permits the operation of passenger cars with up to 08 seats (excluding the driver’s seat); trucks and specialized vehicles with a total design weight of up to 3,500 kg; and the types of passenger cars regulated for Category B driver license towing a trailer with a total design weight of up to 750 kg.

What are cases of reissuance of driver licenses in Vietnam?
According to Article 62 of the Law on Order and Safety of Road Traffic 2024, the issuance, exchange, reissuance, and revocation of driver licenses are regulated as follows:

- driver licenses are issued to individuals who pass the driving test.
2. Individuals can exchange or reissue their driver license in the following cases:
a) The driver license is lost;
b) The driver license is damaged and no longer usable;
c) Before the expiration date indicated on the driver license;
d) Change of information on the driver license;
dd) The foreign driver license issued by a competent foreign authority is still valid;
e) The driver license issued by the Ministry of Defense or the Ministry of Public Security upon request or when the issued person no longer performs national defense or security duties.
- It is encouraged to exchange indefinite driver licenses issued before July 01, 2012, for licenses under the regulations of this Law.

Thus, a driver license can be reissued in the following cases:
- The driver license is lost
- The driver license is damaged and no longer usable- Before the expiration date indicated on the driver license
- Change of information on the driver license
- The foreign driver license issued by a competent foreign authority is still valid

What is the eligible age for issuance of Category B driver licenses in Vietnam?
According to Clause 1, Article 59 of the Law on Order and Safety of Road Traffic 2024, the age and health requirements for operators of vehicles participating in road traffic are regulated as follows:
Age and Health of Operators of Vehicles Participating in Road Traffic
- The age of drivers and operators of specially designated vehicles is regulated as follows:
a) Individuals aged 16 and older can operate motorbikes;
b) Individuals aged 18 and older can be issued Category A1, A, B1, B, C1 driver licenses, and be issued a certificate of road traffic law knowledge to operate specially designated vehicles participating in road traffic;
c) Individuals aged 21 and older can be issued Category C, BE driver licenses;
d) Individuals aged 24 and older can be issued Category D1, D2, C1E, CE driver’s licenses;
dd) Individuals aged 27 and older can be issued Category D, D1E, D2E, DE driver licenses;
e) The maximum age for drivers of passenger cars (including buses) with over 29 seats (excluding the driver’s seat) and sleeper buses is 57 years for men and 55 years for women.

Thus, individuals aged 18 and older can be issued a Category B driver license.
Note: The Law on Order and Safety of Road Traffic 2024 takes effect from January 01, 2025, except for Clause 3, Article 10 of the Law on Order and Safety of Road Traffic 2024, which takes effect from January 01, 2026.
