b) Category A is issued to drivers of two-wheeled motorcycles with an engine displacement over 125 cm3 or electric motor power over 11 kW and the types of vehicles specified for the A1 driver license;
c) Category B1 is issued to drivers of three-wheeled motorcycles and the types of vehicles specified for the A1 driver license;
d) Category B is issued to drivers of passenger cars up to 08 seats (excluding the driver's seat); freight cars and specialized cars with a design gross weight up to 3,500 kg; the types of cars specified for the B category can tow a trailer with a design gross weight up to 750 kg;
dd) Category C1 is issued to drivers of freight cars and specialized cars with a design gross weight over 3,500 kg to 7,500 kg; the types of freight cars specified for the C1 driver license can tow a trailer with a design gross weight up to 750 kg; the types of vehicles specified for the B driver license;

What is the age requirement for issuing a category C1 driver license in Vietnam?
According to Article 59 of the Road Traffic Safety and Order Law 2024, the age and health of road traffic vehicle operators are regulated as follows:

- The ages of drivers and operators of specialized motorcycles are regulated as follows:
a) Individuals aged 16 years or older are allowed to operate motorbikes;
b) Individuals aged 18 years or older are issued a Category A1, A, B1, B, C1 driver license, or a certificate of road traffic law knowledge to operate specialized motorcycles in road traffic;
c) Individuals aged 21 years or older are issued a Category C, BE driver license;
d) Individuals aged 24 years or older are issued a Category D1, D2, C1E, CE driver license;
dd) Individuals aged 27 years or older are issued a Category D, D1E, D2E, DE driver license;
e) The maximum age for drivers of passenger cars (including buses) with over 29 seats (excluding the driver’s seat), and sleepers is 57 years for men and 55 years for women.
Operators of road traffic vehicles must ensure they meet health conditions appropriate to each type of vehicle they are allowed to operate. The Minister of Health stipulates health standards, health examinations for drivers and operators of specialized motorcycles; periodic health examinations for professional car drivers; and constructs a health database for drivers and operators of specialized motorcycles.
The Minister of National Defense and the Minister of Public Security stipulate the age of drivers in the armed forces performing national defense and security duties.
According to the above regulations, individuals aged 18 years or older are issued a C1 driver license, or a certificate of road traffic law knowledge to operate specialized motorcycles in road traffic.

Driver Training
Individuals who wish to obtain a driver license must receive theoretical and practical training according to the curriculum stipulated for each driver license category.
Learners must be trained at driving training facilities or other forms of driver training to obtain new or upgraded driver licenses.
Training for upgrading driver licenses is conducted for the following cases:
a) Upgrading from Category B to Category C1, or to Category C, or to Category D1, or to Category D2;
b) Upgrading from Category C1 to Category C, or to Category D1, or to Category D2;
c) Upgrading from Category C to Category D1, or to Category D2, or to Category D;
d) Upgrading from Category D1 to Category D2, or to Category D;
dd) Upgrading from Category D2 to Category D;
e) Upgrading from Category B to Category BE, from Category C1 to Category C1E, from Category C to Category CE, from Category D1 to Category D1E, from Category D2 to Category D2E, and from Category D to Category DE.
