Which vehicles are exempt from procedures for entering and leaving inland waterway ports, wharves, mooring areas?
Clause 1, Article 60 of Decree 08/2021/ND-CP stipulates that the following means of transport are exempted from procedures for entering and leaving ports, inland wharfs, and mooring areas:
- Firefighting vehicles; search, rescue, and emergency vehicles; dike protection vehicles; foreign watercraft, seaplanes, and vessels seeking shelter from storms and floods;
- Means of transport of state agencies, armed forces units performing duties; vehicles, convoy vehicles escorted or guided by the police;
- Specialized means of transport managed by the inland waterway management unit;
- Pilot pick-up and drop-off boats, fishing boats;
- Passenger ferries operating on river crossings at river passenger wharfs;
- Shuttle boats for passenger and cargo transfer from vehicles, ships, and foreign watercraft (mother ships) to ports, wharfs, and vice versa; in this case, mother ships must complete procedures as required for entering and leaving ports, wharfs, and mooring areas. Before entering inland wharfs, the captains or drivers of the shuttle boats specified at this point must notify the Port Authority in writing or by other appropriate means of communication;
- Means of transport carrying persons, materials, and equipment to and from aquaculture areas, construction sites on rivers, lakes, lagoons, bays, and at sea;
- Non-commercial rudimentary vehicles;
- Cargo transport vehicles (excluding hazardous goods) with a total load capacity of less than 10 tons;
- Foreign watercraft, ships, and seaplanes entering and leaving inland ports to receive fuel, food, and supplies.
