Based on Clause 11, Article 7 of Decree 168/2024/ND-CP on penalties, points deduction on the driver license of operators of motorcycles, mopeds, and similar vehicles that violate road traffic rules:
Article 7. Penalties and Points Deduction on the Driver License for Operators of Motorcycles, Mopeds, and Similar Vehicles that Violate Road Traffic Rules

- Confiscation of the vehicle for operators committing one of the following violations:
a) Letting go of both hands while operating the vehicle; using feet to operate the vehicle; sitting to one side to operate the vehicle; lying on the seat to operate the vehicle; changing operators while the vehicle is in motion; turning around to operate the vehicle or blindfolded while operating the vehicle;
b) Operating the vehicle on one wheel for two-wheelers, on two wheels for three-wheelers;
c) Repeatedly engaging in zigzag driving as specified in point a, clause 9 of this Article.

What are remedial measures for administrative violations relating to order and road traffic safety in Vietnam?
Based on Clause 3, Article 3 of Decree 168/2024/ND-CP, remedial measures for administrative violations related to traffic order and safety in the road traffic field include:
- Requirement to restore the original condition altered due to administrative violations
- Requirement to implement measures to remediate environmental pollution caused by administrative violations
- Requirement to re-export vehicles from Vietnam
- Requirement to return illicit gains obtained from administrative violations
- Requirement to dismantle objects obstructing road signs, traffic signals
- Requirement to equip or replace equipment meeting technical safety standards or restore original technical features of vehicles, equipment according to regulations or remove non-conforming additional equipment
- Requirement to issue a driver identification card for the driver according to regulations
- Requirement to organize training, instruction in professional skills, processes or arrange periodic health checks for drivers and on-board service personnel according to regulations
- Requirement to install journey monitoring equipment, equipment that records driver images, seat belts, seats for preschool children, primary school students, specialized equipment for rescue, or rescue support on the vehicle according to conformable standards
- Requirement to dismantle sound, light devices installed on the vehicle that cause disorder, road traffic safety issues
- Requirement to provide, update, transmit, store, manage information, data from journey monitoring equipment, driver image recording equipment installed on cars according to regulations
- Requirement to adjust odometer readings that have been falsified
- Requirement to restore brand, paint color as indicated in the vehicle registration certificate according to regulations
- Requirement to comply with vehicle number plate regulations, lettering or numbering on the vehicle's body or door, paint color regulations, vehicle identification signs
- Requirement to restore original form, size, technical safety condition of the vehicle and re-inspect before allowing the vehicle to participate in traffic
- Requirement to adjust vehicle truck bodies according to current standards, re-inspect and adjust cargo weight allowed for transport as recorded in the technical safety and environmental protection inspection certificate before allowing the vehicle to participate in traffic
- Requirement to carry out procedures for exchange, withdrawal, re-issuance of the vehicle registration certificate, license plate, technical safety and environmental protection inspection certificate according to regulations
- Requirement to return licenses, professional certificates that have been altered, modified to falsify content
- Requirement to return vehicles to the Special Economic and Trade Zone, International Border Gate Economic Zone
What are the general road traffic rules in Vietnam?
Based on Article 10 of the Road Traffic Order and Safety Law 2024, the general road traffic rules are stipulated as follows:
- Road traffic participants must travel on the right side according to their direction, stay within the designated lane and part of the road as regulated, and comply with road signs and other road traffic rules.
- Drivers and passengers in cars must wear seat belts in places equipped with seat belts when participating in road traffic.
- When transporting children under 10 years old and shorter than 1.35 meters in cars, children must not sit in the same row with the driver, except for vehicles with only one row of seats; the driver must utilize, instruct the use of appropriate safety devices for children.
