Which requirements must be ensured for ports and wharves during the exploitation process?
According to Point 1.3.2 Clause 1.3 Section 1 Part II of the National Technical Regulation on seaports QCVN 107: 2021/BGTVT promulgated together with Circular 08/2021/TT-BGTVT (Effective from November 1, 2021), the regulations on operational requirements are as follows:
- The wharf and pier must have sufficient length and other necessary conditions to ensure the safe docking of ships; there must be enough light, with no obstacles on the pier surface that could cause obstructions or hazards for ships mooring or normal activities of crew members and passengers;
- Skilled workers must be arranged to serve the mooring and unmooring of ships when entering or leaving the pier; bollards must be prepared in advance to enable quick and safe mooring and unmooring;
- Equip with devices that ensure sufficient cargo handling capacity in accordance with the port's loading and unloading technology and the application of modern technologies;
- Equip and arrange adequate quality fender systems as per the regulations;
- Arrange a system of safety signs and indicators in compliance with QCVN 20:2015/BGTVT;
- Ensure security and order conditions at the port area where ships dock for loading and unloading goods or picking up and dropping off passengers;
- Equip and maintain the normal operation of communication means to ensure smooth exchange of information related to maritime activities at the seaport as prescribed;
- Conduct maintenance to maintain the technical condition of the port, warehouses, yards, equipment, the depth of water areas in front of the port, and other water areas as prescribed; periodically organize surveys, publish maritime notifications on the depth of water areas in front of the port and other water areas. The port must organize periodic or ad-hoc technical inspections as prescribed to ensure safe operations;
- Organize the implementation of legal regulations on ensuring maritime safety, maritime security, and environmental protection at the seaport;
- Arrange safe routes for motor vehicles and pedestrian paths for workers performing tasks at the port; arrange a system of safety signs, indicators, and demarcate safety limits for pathways on the port in compliance with QCVN 41: 2019/BGTVT;
- Arrange gangways for boarding and disembarking from the pier to the vessel;
- Ensure that vehicle weight control equipment entering and leaving the port is suitable for port operational conditions.
