Who is eligible for issuance of the license plate with the CV letters in Vietnam?
Based on Article 36 of Law on Road Traffic Order and Safety 2024 on license plates:
Article 36. License plates
- License plates are issued by competent state agencies as stipulated in Article 37 and Article 39 of this Law; they are attached to road vehicles as regulated by this Law to serve state management purposes.
- License plates are classified as follows:
a) Blue background, white letters, and numbers issued for vehicles of Communist Party agencies, the State, political-social organizations, public service providers;
b) Red background, white letters, and numbers issued for military vehicles;
c) Yellow background, black letters, and numbers issued for vehicles engaged in transport business activities;
d) White background, black letters, and numbers issued for vehicles of domestic organizations and individuals, not falling under the categories specified in points a, b, and c of this clause;
e) White background, red letters, black numbers, with the symbol "NG" issued for vehicles of diplomatic missions, consular posts, and foreign personnel holding diplomatic identification cards of those agencies;
f) White background, red letters, black numbers, with the symbol "QT" issued for vehicles of international organization's representative offices and foreign personnel holding diplomatic identification cards of those organizations;
g) White background, black letters, and numbers, with the symbol "CV" issued for vehicles of administrative and technical staff holding official identification cards of diplomatic missions, consular posts, international organizations;
h) White background, black letters, and numbers, with the symbol “NN” issued for vehicles of organizations, representative offices, foreign individuals, except those specified in point g of this clause;

License plates not chosen by organizations or individuals for auction registration are transferred into the vehicle registration and management system for registration according to legal provisions.

- White background, black letters, and numbers issued for vehicles of domestic organizations and individuals not belonging to the following categories:

+ Red background, white letters, and numbers issued for military vehicles
+ Yellow background, black letters, and numbers issued for vehicles engaged in transport business activities
According to the above regulation, the license plate with the symbol CV issued for vehicles of administrative and technical personnel holding official identification cards of diplomatic missions, consular posts, international organizations cannot be put up for auction.
