To whom is the QT license plate issued in Vietnam?

Pursuant to Article 36 of the Road Traffic Safety and Order Law 2024 regulating license plates:

Article 36. License plates

1. License plates are issued by competent state agencies as stipulated in Articles 37 and 39 of this Law; they are affixed to road vehicles in accordance with this Law for state management purposes.

2. License plates are classified as follows:

a) Blue background plates with white letters and numbers for vehicles of the Communist Party, State, socio-political organizations, and public service providers;

b) Red background plates with white letters and numbers for military vehicles;

c) Yellow background plates with black letters and numbers for vehicles engaged in transportation business activities;

d) White background plates with black letters and numbers for vehicles of domestic organizations and individuals, not subject to the provisions in points a, b, and c of this clause;

dd) White background plates with red letters and black numbers, featuring the symbol “NG” for vehicles of diplomatic missions, consular offices, and foreign personnel with diplomatic identity cards of those entities;

e) White background plates with red letters and black numbers, featuring the symbol “QT” for vehicles of representative offices of international organizations and foreign personnel with diplomatic identity cards of those organizations;

g) White background plates with black letters and numbers, featuring the symbol “CV” for vehicles of technical administrative staff with public service identity cards of diplomatic missions, consular offices, and international organizations;

h) White background plates with black letters and numbers, featuring the symbol “NN” for vehicles of organizations, representative offices, foreign individuals, except those specified in point g of this clause;

License plates not selected for auction registration by organizations and individuals are transferred to the vehicle registration and management system for registration according to legal regulations.

- Yellow background plates with black letters and numbers for vehicles engaged in transportation business activities

- White background plates with black letters and numbers for vehicles of domestic organizations and individuals, not including the following:

+ Blue background plates with white letters and numbers for vehicles of the Communist Party, State, socio-political organizations, and public service providers

+ Red background plates with white letters and numbers for military vehicles

+ Yellow background plates with black letters and numbers for vehicles engaged in transportation business activities

Thus, license plates with the symbol QT, issued for vehicles of representative offices of international organizations and foreign personnel with diplomatic identity cards of those organizations, are not open for auction.
