Based on Article 36 of the Law on Road Traffic Order and Safety 2024 defining vehicle registration plates:

Article 36. Vehicle Registration Plates

1. Vehicle registration plates are issued by state competent authorities as prescribed in Article 37 and Article 39 of this Law; they are affixed to road traffic vehicles following the provisions of this Law to serve state management.

2. Vehicle registration plates are classified as follows:

a) Plates with a blue background and white letters and numbers issued for vehicles of Communist Party, State agencies, political-social organizations, public service providers;

b) Plates with a red background and white letters and numbers issued for military vehicles;

c) Plates with a yellow background and black letters and numbers issued for vehicles engaged in transportation business;

d) Plates with a white background and black letters and numbers issued for vehicles of domestic organizations and individuals, not falling under categories specified in points a, b, and c of this clause;

đ) Plates with a white background, red letters, black numbers, and “NG” symbol issued for vehicles of diplomatic missions, consular offices, and foreign staff holding diplomatic identity cards from those entities;

e) Plates with a white background, red letters, black numbers, and “QT” symbol issued for vehicles of international organization representations and foreign staff holding diplomatic identity cards from those organizations;

g) Plates with a white background, black letters, and numbers with the “CV” symbol issued for vehicles of technical administrative staff holding official identity cards of diplomatic missions, consular offices, and international organizations;

h) Plates with a white background, black letters, and numbers with the “NN” symbol issued for vehicles of organizations, representative offices, foreign individuals, excluding those specified in point g of this clause;

Article 37. Vehicle Registration Plate Auction

1. The vehicle registration plates put up for auction are those of automobiles, motorcycles, and mopeds stipulated at point c and point d of clause 2 Article 36 of this Law, openly available for organizations and individuals to select and apply for auction participation. Plates not selected for auction registration are transferred to the vehicle registration and management system for registration as per legal regulations.
