Based on Appendix 4 issued together with Circular 79/2024/TT-BCA on the size, position of letters, numbers, and symbols on domestic motorcycle license plates:

[1] Arrangement of letters and numbers on plates

- License plates comprise groups of letters and numbers arranged specifically as follows:

+ The first group of numbers is the designation of the locality where the vehicle is registered and the registration series. A hyphen (-) separates the locality designation and the registration series.

+ The second group of numbers represents the registration order, including 05 natural numbers, ranging from 000.01 to 999.99.

- The use of letters and numbers in the registration series of license plates is as follows:

+ License plates with a blue background, white letters, and numbers. The registration series uses consecutively one of the following letters: A, B, C, D, E, F, G, H, K, L, M combined with a natural number from 1 to 9 is issued for vehicles of:

++ Communist Party organs

++ Office of the President

++ Office of the National Assembly and National Assembly organs

++ Office of the National Assembly Deputy Delegation, People's Councils at all levels

++ Central steering committees

++ People's Police, People's Courts, People's Procuracy

++ Ministries, Ministerial-level agencies, agencies under the Government of Vietnam

++ National Traffic Safety Committee

++ People's Committees at all levels and specialized agencies under the People's Committees at the provincial and district levels

- Height of letters and numbers: 55 mm

- Width of letters and numbers: 22 mm

- Thickness of bold letters and numbers: 7 mm

- The underline below the police insignia has the following dimensions: length 12 mm; width 7 mm.

- The dot (.) separating the first three order numbers from the last two order numbers has the following dimensions: 7 mm x 7 mm.

- All rows of letters and numbers are symmetrically arranged within the plate.

- The police insignia is embossed at the upper part above the horizontal line on the plate, 5mm from the top edge of the plate.

- Spacing between letters and numbers:

On the upper line: Spacing between letters and numbers is 5 mm; the main stroke on the left of the number 1 is 16 mm from the adjacent letter or number; the distance of the main left stroke between two adjacent numbers 1 is 27 mm.

On the lower line: Spacing between letters and numbers is 10 mm; the main stroke on the left of the number 1 is 21 mm from the adjacent number; the distance of the main left stroke between two adjacent numbers 1 is 32 mm.

Based on Article 36 of the Law on Road Traffic Order and Safety 2024 regulating license plates:

Article 36. License Plates

3. License plates are managed according to the identification code, except for license plates regulated in point b, clause 2 of this Article. The management of license plates according to the identification code is regulated as follows:

a) License plates are issued and managed according to the owner's identification code, whether an individual or organization; in case the organization does not have an identification code, it is managed according to the tax code, establishment decision, or equivalent document;

b) If a vehicle is beyond its usage period, damaged, or cannot be used, or ownership rights are transferred, the owner can retain the plate number for 05 years to register it for another vehicle owned by them; beyond this period, the vehicle registration agency will retrieve and enter it into the vehicle plate pool for registration and issuance to other organizations or individuals, except in cases of transferring, exchanging, giving, or inheriting vehicles with auctioned plate numbers;

c) If there are changes in information regarding the headquarters or permanent or temporary residence, the owner can retain the identification number of the license plate.
