Based on Article 35 of The Road Traffic Safety Law 2024 stipulating the conditions for vehicles participating in road traffic:
Article 35. Conditions for vehicles participating in road traffic
- Motor vehicles and specialized motor vehicles participating in road traffic must meet the following conditions:
a) Be granted a vehicle registration certificate and have a license plate in accordance with the law;
b) Ensure technical safety and environmental protection standards as prescribed by the law.
- Transport business cars must be equipped with journey monitoring devices. Transport business cars with 08 or more seats (excluding the driver's seat), trailer trucks, and ambulances must be equipped with journey monitoring devices and devices to record images of the drivers.
- Smart transportation vehicles must meet the conditions specified in Clause 1 of this Article and be licensed to operate by a competent authority.
- Vehicles with foreign license plates operating in Vietnam must comply with the provisions of Article 55 of this Law.

- The circulation of foreign-registered cars with right-hand drive participating in traffic in Vietnam, and foreign motor vehicles brought into Vietnam by foreigners for tourism is governed as follows:
+ Comply with the laws on road traffic order and safety of Vietnam. In cases where international treaties to which the Socialist Republic of Vietnam is a party provide otherwise, the international treaties shall be followed.
+ Participate in traffic only within the scope, routes, and time permitted by the competent authority of Vietnam.
+ Foreign registered vehicles with right-hand drive must travel in groups and have support, and guidance means.
+ Organizations and individuals bringing vehicles with right-hand drive into Vietnam must arrange guiding vehicles to ensure traffic safety when the vehicles circulate on Vietnamese territory.
Which license plates are subject to auction in Vietnam?
Based on Article 37 of The Road Traffic Safety Law 2024 stipulating the auction of license plates:
Article 37. Auction of license plates
- License plates subject to auction are automobile, motorcycle, and moped license plates specified at points c and d of Clause 2 Article 36 of this Law, publicly disclosed for organizations and individuals to select and register to participate in the auction. License plates not selected by organizations or individuals for auction registration are transferred to the vehicle registration and management system for registration according to the legal provisions.
- The starting price for an automobile license plate put up for auction is not less than 40 million VND; the starting price for a motorcycle, moped license plate put up for auction is not less than 5 million VND.
- The deposit must not be less than the starting price of the type of license plate put up for auction.
- If, at the end of the registration period for the auction, only one person registers to participate in the auction, or more people register but only one participates, or multiple people participate, but only one person offers the price at least equal to the starting price of a license plate put up for auction, that person is deemed the winner of the license plate auction.
