What is the deposit for auctioning a license plate in Vietnam?
Based on Article 37 of the 2024 Law on Road Traffic Order and Safety on license plates:
Article 37. Auctioning license plates
- License plates up for auction include motor vehicle and motorcycle plates as stipulated in points c and d, clause 2, Article 36 of this Law, openly available for organizations and individuals to select for registering to participate in the auction. License plates not selected by any organization or individual for auction registration are moved to the vehicle registration and management system according to legal regulations.
- The starting price for a motor vehicle license plate put up for auction shall not be less than 40 million VND; the starting price for a motorcycle or motorcycle license plate put up for auction shall not be less than 5 million VND.
- The deposit shall not be less than the starting price of the type of license plate put up for auction.
- When the registration period for auction participation ends, if only one person registers to participate in the auction or multiple people register but only one participates, or multiple participants bid with at least the starting price for the plate up for auction, that individual is determined as the winning bidder.

According to the above regulation, the deposit shall not be less than the starting price of the type of license plate put up for auction.
Furthermore, the starting price of a license plate for auction is as follows:
- The starting price for a vehicle license plate for auction is not less than 40 million VND
- The starting price for a motorcycle or motorcycle license plate for auction is not less than 5 million VND

What are the rights of the winning bidder of a license plate auction in Vietnam?
Based on Article 38 of the 2024 Law on Road Traffic Order and Safety on the rights of the winning bidder of a license plate:
- Granted a decision confirming the successful bid of the license plate after paying the full winning bid amount
- Allowed to register the winning license plate associated with the vehicle owned by oneself at the Police agency where the auctioned license plate is managed or at the place of permanent, temporary residence of the individual, or headquarters of the winning organization
- Allowed to transfer, exchange, donate, or inherit the vehicle associated with the winning bid license plate
- Within 30 days from the date of auction result notification, if not granted a decision confirming the winning bid license plate, and the winning bidder dies, the auction result will be canceled, and the legal heir will receive the full amount paid for the successful bid
- Within 12 months from the date of being granted the decision confirming the winning bid license plate, if the winning bidder dies but has not completed the vehicle registration procedure to attach the winning bid license plate, the auction result will be canceled, and the legal heir will receive the full amount paid for the successful bid
