a) Blue-background, white-letter and number plates issued for vehicles of the Communist Party, State, political-social organizations, public service providers;

Article 7. Timeframe for vehicle registration processing

a) Issuance of a new vehicle registration certificate, issuance of a registration certificate upon change of vehicle owner, change of registration certificate: No more than 02 working days from the date of receipt of a complete and valid dossier;

b) Reissuance of vehicle registration certificate: Verification must be conducted within 30 days from the date of receipt of a complete and valid dossier; after verification, if conditions are met, reissue within 02 working days.

2. Issuance of license plates

a) Issuance of a new license plate: Issued immediately upon receipt of a complete and valid dossier;

b) Issuance of new auctioned license plates, exchange of license plates, issuance of identification license plates: No more than 07 working days from the date of receipt of a complete and valid dossier;

c) Reissuance of license plates: Verification must be conducted within 30 days from the date of receipt of a complete and valid dossier; after verification, if conditions are met, reissue within 02 working days.
