Where to register a vehicle with an auction-winning license plate in Vietnam?
Pursuant to Article 4 of Circular 79/2024/TT-BCA on vehicle registration agencies:
Article 4. Vehicle Registration Agencies
- The Traffic Police Department registers vehicles of units under the Ministry of Public Security; automobiles and special-use vehicles of agencies and organizations specified in Appendix No. 01 enclosed with this Circular; automobiles of diplomatic missions, representative offices of international organizations headquartered in Hanoi and automobiles of foreigners working in such agencies.
- The Traffic Police Division registers the following types of vehicles (except for the types of vehicles specified in Clause 1 of this Article):
a) Automobiles, trailers, semi-trailers, four-wheeled motor vehicles for carrying people, four-wheeled motor vehicles for carrying goods, and types of vehicles similar in structure to automobiles (hereinafter referred to as automobiles) and special-use vehicles of organizations and individuals having headquarters or residing in districts, cities under the central government or in district-level towns where the Traffic Police Division is headquartered;
b) Automobiles registered with auctioned license plates; motorcycles registered with auctioned license plates managed by the Traffic Police Division.
c) Vehicles of confiscated origin, motorcycles with an engine displacement of 175 cm3 or more;
d) Automobiles, special-use vehicles, motorcycles, mopeds and types of vehicles similar in structure to motorcycles (hereinafter referred to as motorcycles) of foreign organizations and individuals.
- The district-level police shall register the following types of vehicles: motorcycles with auctioned license plates; automobiles, special-use vehicles, and motorcycles of domestic organizations and individuals having headquarters or residing in the locality (except for the types of vehicles specified in Clauses 1, 2, and 4 of this Article).

According to the above regulations, the location for registering auctioned license plates is:
- For automobiles with auctioned license plates, registration should be done at the Traffic Police Division.
- For motorcycles with auctioned license plates, registration should be done at the district-level police.
What is the starting price for a car license plate put up for auction in Vietnam?
Based on Article 37 of the Road Traffic Order and Safety Law 2024 regulating license plates:
Article 37. Auctioning of License Plates
- The license plates put up for auction are those for automobiles, motorbikes, and mopeds as specified in Points c and d, Clause 2, Article 36 of this Law, publicly available for organizations and individuals to select and register to participate in the bidding. License plates not chosen by organizations or individuals to register for auction participation are transferred into the vehicle registration and management system for registration according to law.
- The starting price for an automobile license plate offered at auction is not less than 40 million VND; the starting price for a motorcycle or moped license plate offered at auction is not less than 5 million VND.
- The deposit amount shall not be less than the starting price of the type of license plate put up for auction.
- When the registration period for auction participation ends and only one person registers to participate in the auction or multiple people register but only one person participates or multiple people participate in the auction but only one person bids at least the starting price of a license plate offered at auction, that person shall be determined as the winning bidder of the license plate.
