Article 36. Vehicle license plates

1. Vehicle license plates are issued by a competent state authority in accordance with the provisions stated in Articles 37 and 39 of this Law; they are attached to the road transportation vehicles in accordance with this Law to facilitate state management.

2. Vehicle license plates are classified as follows:

a) License plates with a blue background, white letters, and numbers are issued to vehicles of the Communist Party, State, political-social organizations, public service providers;

b) License plates with a red background, white letters, and numbers are issued to military vehicles;

c) License plates with a yellow background, black letters, and numbers are issued to vehicles engaged in transport business activities;

d) License plates with a white background, black letters, and numbers are issued to vehicles of domestic organizations and individuals not specified in points a, b, and c of this clause;

dd) License plates with a white background, red letters, black numbers, marked “NG” are issued to diplomatic missions, consulates, and foreign staff with diplomatic identification;

e) License plates with a white background, red letters, black numbers, marked “QT” are issued to the representative agencies of international organizations and foreign staff with diplomatic identification;

b) Certification of lawful ownership;

c) Documentation of financial obligation fulfillment.

2. Issuance of registration certificates for motor vehicles and specialized motorcycles in case of owner change must ensure the following conditions:

a) Certificate of revocation of registration certificate, license plate; certificate of revocation of vehicle registration for transfer, exchange, donation, inheritance of vehicles with auctioned license plates;

b) The conditions prescribed in point b and point c of clause 1 of this Article.

3. Replacement of vehicle registration certificates, license plates in the following cases:

a) The vehicle registration certificate, license plate is faded or damaged;

b) Renovation, color change; change of name, identification number of the organization, individual or change of usage purpose;
